The UAE has the second lowest percentage of local women working in the GCC. However, they do have the highest percentage of total female labor in the GCC. The GCC is the Gulf Cooperation Council, a political and economic alliance of six Middle Eastern countries - Saudi Arabia, Kuwait, the United Arab Emirates, Qatar, Bahrain, and Oman. This council was established Riyadh, Saudi Arabia in May 1981.
Despite the opportunities for work which are afforded to the women, they still have many setbacks within their country. Their are many limitations to what the women have the power and ability to do. In order for an Emirati woman to re-marry, she must get permission from her male guardian. This a requirement that is also a part of the federal law.
Other injustices to women include the way they are treated when rape occurs. Rape victims are often viewed as criminals and condemned. It is "their fault'' for being raped and usual given a sentence because authorities will claim that the sex was consensual.

The police did not believe her claim that the sex was nonconsensual. The penal code gives men the legal right to discipline their wives and children, including through the use of physical violence. Women are however gaining much more power by starting their own businesses and reaching higher levels and positions within the business world.
